Background

Concentric was retained by to complete modified Phase II Environmental Site Assessments (ESA) of ten facilities in the Northwest Territories including four facilities in Inuvik, three facilities in Tsiigehtchic, one facility in Fort Good Hope and two facilities in Lutsel K’e.

Approach & Methodology

The purpose of the modified Phase II ESAs was to verify/document the location and approximate quantities of hazardous substances and chemicals within subject buildings that may be present and could be disturbed during maintenance and/or renovation activities. The objectives of the modified Phase II ESA were to 1) Identify potential environmental concerns associated with the site and 2) Verify/document the location and approximate quantities of hazardous substances that may be present at the site and could be disturbed during maintenance and/or renovation activities.
In order to fulfill the objectives of the modified Phase II ESA, the scope of work consisted of the following activities:
• An Information Review
• A hazardous substances survey, which specifically considered asbestos, lead, mercury, CFCs, ozone depleting substances (ODS) and polychlorinated biphenyls (PCBs); and
• Preparation of hazardous and non-hazardous chemical inventories for the site.

Key Challenges

Geographically remote locations and a limited window for on-site assessment required that the assessment process was both structured and flexible to accommodate the numerous logistical challenges of arctic travel. Having worked continuously in the Arctic since the founding of Concentric, proper information gathering in the field was essential, given the impracticality of revisiting the community to collect any missing data.
